MCD toll plazas are municipal entry-tax collection points located on roads entering Delhi from Haryana and Uttar Pradesh. They are operated under the Municipal Corporation of Delhi’s toll-tax system.

MCD toll is collected only when a liable commercial vehicle enters Delhi. Leaving Delhi does not normally create another MCD entry-tax charge.
MCD Toll Tax Rates

The exact vehicle category is determined from the registration certificate, axle configuration, commercial use and classification recorded in the toll system.
A commercial vehicle should not assume that its category is based only on its physical size. For example, a small goods vehicle and a commercial passenger taxi may both fall within the first toll category even though their uses are different.
Is There a Return-Journey Rate?
MCD border toll does not follow the normal single-and-return tariff used at most National Highway toll plazas.
The tax is collected for each liable entry into Delhi.
For example, a commercial taxi may:
- Pay ₹100 while entering Delhi
- Leave Delhi without another MCD entry charge
- Pay ₹100 again when it enters Delhi on a later trip
There is no standard 24-hour outward-and-return rate comparable to an NHAI plaza.
Frequent commercial users may use an approved monthly or quarterly pass instead of paying separately during every entry.
MCD Toll for Commercial Taxis
A commercially registered taxi entering Delhi normally falls under the ₹100-per-entry category.
This is why passengers travelling from Gurugram, Noida, Ghaziabad or Faridabad to Delhi may see an additional item described as:

- Delhi entry tax
- MCD border charge
- Delhi commercial-vehicle toll
The charge applies to the commercial vehicle, but a cab operator or booking platform may include it in the passenger’s fare according to its pricing policy.

A private car travelling on the same route does not normally pay this ₹100 MCD commercial-vehicle entry tax.
Environment Compensation Charge
Environment Compensation Charge, commonly called ECC, is separate from MCD’s basic toll tax.
The revised ECC rates effective from April 1, 2026, are:

ECC generally concerns commercial goods vehicles. An ordinary commercial passenger taxi is liable for MCD toll but is not placed in the heavy-goods ECC categories shown above.
Commercial vehicles transporting essential commodities should not assume that they are exempt from ECC. The previous ECC exemption for vehicles carrying items such as milk, vegetables and food supplies was removed.
Why a Truck May Pay Much More Than the MCD Toll Rate
The basic MCD toll for a six-wheel truck may be ₹400 per entry. However, an eligible two-axle goods vehicle may also attract ₹2,000 as ECC.
The transaction or receipt may therefore show more than the basic municipal toll.
Similarly, a heavier commercial vehicle may face:
- Basic MCD toll according to wheel category
- ₹4,000 ECC according to axle category
- Any penalty for invalid payment credentials
- Other applicable state or highway charges encountered on the route

Directions to Major MCD Toll Points
1. From Gurugram
Commercial vehicles travelling towards central or southern Delhi commonly enter through Rajokri on NH 48.
Vehicles travelling through Udyog Vihar, Kapashera or the old Gurugram road may encounter the Kapashera MCD toll point instead.
The exact toll location depends on the border road selected.
2. From Noida
Vehicles may enter Delhi through:
- DND Flyway
- Chilla border
- Kalindi Kunj
- New Ashok Nagar-side connections
Commercial taxis and goods vehicles should expect MCD entry-tax processing on the selected border route.
3. From Ghaziabad

4. From Faridabad

Commercial vehicles travelling towards Delhi generally use NH 44 and enter through the Singhu or Kundli border corridor.

MCD Toll and NHAI Toll Are Different
MCD entry toll is a Delhi municipal tax imposed on commercial vehicles entering the city.
NHAI toll is charged for using a particular National Highway, expressway, bridge or project section.
A commercial vehicle may therefore pay both during the same journey.
For example, a taxi travelling from a distant city to Delhi may encounter:
- One or more NHAI toll plazas on the highway
- MCD commercial-vehicle tax while entering Delhi
- A state tax or permit charge
- Parking or airport entry fees at the destination
A payment made at an NHAI toll plaza does not replace MCD entry tax.
FASTag, RFID and Payment Information
MCD has traditionally used its own RFID-based toll system for commercial vehicles.
The municipal toll system has not always operated exactly like NHAI FASTag. Some major border points have electronic lanes, while smaller points may use handheld devices or assisted collection.
Delhi is moving towards a unified and barrier-free system using technologies such as:

Does the NHAI FASTag Annual Pass Work?
The NHAI FASTag Annual Pass does not cover MCD municipal toll tax.
It also does not cover Delhi’s Environment Compensation Charge.
The Annual Pass applies only to eligible National Highway and National Expressway fee plazas participating in the national scheme.
A private car covered by the Annual Pass is already outside the normal MCD commercial-toll category. A commercial vehicle is not eligible for the private-vehicle Annual Pass.
Exempt Vehicles
The MCD toll bye-laws list certain categories that are generally exempt from municipal entry toll, including:
- Ambulances
- Fire-fighting vehicles
- Police vehicles
